Opening Remarks

Paige Nguyen, IEEFA's Director, Asia, welcomed the speakers and delegates in her opening remarks. She highlighted that Indonesia's energy transition will be one of the country's defining economic transformations. The country has significant renewable energy potential, yet deployment remains well below what is possible. To realize this potential, she added the value of closer collaboration among government, state-owned enterprises, project developers, investors, financial institutions, and civil society.

Keynote Speech: Indonesia's Energy Transition: Ambition, Action, and Outlook

Dr. Eddy Soeparno, S.H., M.H., Deputy Chairman of the People’s Consultative Assembly of the Republic of Indonesia, delivered a keynote address on "From Climate Crisis to Strategic Action: Indonesia's Energy Transition and Carbon Economy." He emphasized that Indonesia's emissions continue to surge at 6.23% per year, threatening economic stability and growth and requiring a new perspective on climate crisis mitigation through energy transition and reforestation.

Indonesia's energy planning toward 2060 will be realized through the optimization of New and Renewable Energy, especially in the power sector, with the 100 GW Solar PV Program serving as a critical strategy for decarbonization and climate crisis mitigation.” - Dr. Eddy Soeparno

IEEFA Insights: Energy Transition Outlook: Indonesia and Key Asian Markets

Mutya Yustika, IEEFA's Research & Engagement Lead, Indonesia Energy Transition, discussed "Energy Transition Outlook: Indonesia and Key Asian Markets." She explained Asia’s vulnerability to disruptions in the Strait of Hormuz and how the US–Iran conflict exposes Asia’s heavy reliance on Middle Eastern oil, as well as Indonesia’s rising import dependence and the hidden costs of fossil fuels. With these, she pointed out that renewables offer protection against fuel price shocks and highlighted the opportunity to reduce reliance on fossil fuels.

Panel Discussion 1: Global Energy Transition Insights: Accelerating Investment, Reliability, and Growth

Indonesia’s energy transition is unfolding alongside rapidly evolving energy systems across the region. Countries have adopted varying approaches to accelerate renewable energy deployment, mobilize investment, strengthen energy security, and improve system reliability. This session, moderated by Suzanty Sitorus, Executive Director at ViriyaENB, discussed lessons from these regional experiences and examined which policies and approaches could most effectively support and accelerate Indonesia’s energy transition.

Panelists include Ratih Purbasari Kania, Director of Natural Resources and Manufacturing Industry Planning at the Ministry of Investment and Downstream Industry; and Nishant Kumar, Managing Director, Asia Investments at GuarantCo and Head of Coverage – Asia at Private Infrastructure Development Group.

Panel Discussion 2: Powering Indonesia’s Future: Aligning Renewable Energy Ambition with Demand Growth and Investment

Indonesia’s ambitious 100-gigawatt (GW) solar program, including 20GW of grid-connected capacity, marks a turning point in its energy transition. At the same time, Indonesia’s industrial expansion — including mineral downstreaming, manufacturing, and data centers — is driving rapid growth in electricity demand, creating new investment and financing challenges. As industries seek reliable, affordable, and increasingly low-carbon power sources, questions remain about the role of utilities, captive generation, financing mechanisms, and long-term competitiveness. This session, moderated by Grant Hauber, IEEFA's Strategic Energy Finance Advisor, Asia, delved into the challenges that must be addressed to ensure a secure, reliable, and abundant energy supply while maintaining affordability and supporting Indonesia’s decarbonization commitments.

Panel Discussion 3: Mobilizing Capital for Indonesia’s Energy Transition through Blended Finance and Public-Private Partnerships

Moderated by Randi Bachtiar, IEEFA's Energy Finance Specialist, Indonesia, this session discussed how blended finance and public-private partnerships can mobilize capital for Indonesia’s energy transition. It examined how concessional and commercial financing can be combined to de-risk investments, and how public-private partnerships can enable governments, state-owned enterprises, and private investors to share risks, responsibilities, and resources more effectively. 

Panelists include Haryo Wejoseno Aji, Vice President of Corporate Finance at PT Pertamina Power Indonesia (Pertamina NRE); Lazeena Rahman, Senior Climate Finance Specialist at Asian Development Bank; and Ekha Yudha Pratama, Head of Financing Division 2 at PT Sarana Multi Infrastruktur (Persero).

Panel Discussion 4: Fostering Indonesia’s Carbon Market

The session, moderated by Ramnath N. Iyer, IEEFA's Sustainable Finance Lead, Asia, explored Indonesia’s efforts to develop a credible, transparent, and effective carbon market as part of its energy transition strategy. It examined opportunities for state-owned enterprises, private investors, and international partners to engage in carbon trading, while addressing the importance of market integrity, regulatory clarity, and alignment with global standards. 

Panelists include Edwin Hartanto, Head of Carbon Trading Development and New Initiatives at the Indonesia Carbon Exchange; Dr. Sugiatmo, S. Hut., M.Sc., Coordinator of the Working Group on Carbon Economic Value Cooperation at the Ministry of Environment; and Irfan Nurhadi, Deputy Representative, Asia and the Pacific at Verra.

The hybrid IEEFA Energy Finance Forum 2026: Financing Indonesia’s Energy Transition, held on July 28, 2026, in Jakarta, brought together senior representatives from the Government of Indonesia, state-owned enterprises, multilateral institutions, the private and financial sectors, and civil society to advance policy dialogue on Indonesia’s energy transition financing.

Strategic discussions explored how the country can mobilize capital to accelerate Indonesia’s energy transition and support long-term fiscal resilience and economic growth.
